Marsabit politicians and chiefs giving Ethiopian immigrants IDs, say State investigators BY ALI ABDI Updated Sunday, February 8th 2015 at 00:00 GMT +3 Share this story:   In a shocking revelation about how politicians take national security for granted, government agencies are investigating claims that some politicians in Marsabit County are ‘importing’ voters from across the border as they prepare for the 2017 polls. Investigators are zeroing in on chiefs and their assistants who are allegedly used by  politicians to issue Ethiopians with Kenyan national identity cards so they can help tilt the scales in their favour in the next polls. Marsabit leaders now want the National Government to arrest those politicians involved. Intelligence sources from the vast county indicate that the chiefs and elders, who are members of their respective vetting committees, are used by politicians to help the foreigners get the document. Senior members of the vetting committees include assistant county commissioners, deputy county commissioner (DCs), an officer from the National Intelligence Service (NIS) and Registrar of Persons or their representatives. Chiefs and elders vet those seeking IDs on behalf of the committee. National security The plot, according to sources, is to enroll the aliens as voters in various constituencies and wards in the 2017 elections. Most of these ‘imports’ are able-bodied men with an average age of 30 years but most do not speak either English or Kiswahili. “Foreigners from southern Ethiopia have been given Kenyan IDs. More are lined up to get Kenyan citizenship and we are probing this matter as it also touches on national security,” said Kipchumba Rutto,  the deputy county commissioner. “We also know that the aliens are given IDs so they can be registered as voters in the 2017 General Election.” Mr Rutto said authorities believe rival politicians use the chiefs and village elders to recruit the foreigners.  However, Governor Ukur Yattani dismissed the claims and accused Rutto of masquerading as a deputy county commissioner

The disclosure was made by President Uhuru Kenyatta when he addressed the Nepad Heads of State and Government Orientation Committee in Ethiopian capital, Addis Ababa, where he is attending the 24th heads of state summit of the African Union. The initiative consists of 20 members. Speaking when he addressed the orientation committee, President Kenyatta expressed gratitude it had “opened up its meetings to allow member countries to participate and contribute to pertinent discussions of New Economic Partnership for Africa’s Development (Nepad) implementation.” “It is this expanded participation that has afforded Kenya the opportunity to table its request for inclusion of the regional flagship project Lamu Port South Sudan Ethiopia Transport Corridor Project (Lapsset) – in the Presidential Infrastructure Champion Initiative,” he said. He said Lapsset, which is the single largest project of its nature in Eastern Africa “once completed it will significantly boost the economic growth of not only Kenya but the region in general...” The project, which covers Kenya, Ethiopia, South Sudan and Uganda is estimated to cost Sh2.7 trillion. See also: Ministry hands over 154 industrial centres to enterprise authority Kenyatta also paid tribute to his South African counterpart Jacob Zuma, for co-opting Kenya into the infrastructure initiative. “I thank my brother and colleague His Excellency President Jacob Zuma, for the consideration and announcement on the inclusion of Kenya to the Presidential Infrastructure Champion Initiative (PICI),” he said. Africa Union Commission’s strategic plan development revolves around five key pillars, namely peace and security, socio-economic and human development; integration, cooperation and partnership; culture; and institutions, capacity building and communication. The commission is the executive arm of the African Union. PICI was mooted in 2011 during the 16th African Union Assembly of seven regional infrastructure projects that cover the five major economic blocs on the continent to be championed by African heads of state. Nepad is the technical coordinator and secretariat that undertakes periodic status analysis of the projects. President Kenyatta also pledged to fast track implementation of the Lapsset project. “I am honoured by this recognition and confirm my Government’s commitment to accelerating implementation and completion of the Lapsset project,” he told the meeting. Against this backdrop, Kenyatta promised to honour financial obligations to Nepad and “offer any support requested in implementation of its continental agenda.” He also announced that Kenya had accepted to host the Second High Level Meeting of the Global Partnership for Effective Development Coordination next year. The meeting to be held in February, will be the first ever to be held in Africa.

This will create stability and security, he said. Speaking when bidding farewell to the Ethiopian Ambassador to Kenya Ato Shemsedin Ahmed, he assured the envoy that his Government is determined to implement the special status agreement signed between the two countries. “A busy person will have no time thinking of taking a gun to commit crime, rather he would be so committed to their businesses which he/she knows will ensure they get their daily livelihoods,” the President added. On terror, President Kenyatta said Kenya is committed to winning the war and that his Government will continue working with and borrowing best practices from Ethiopia, which also neighbours Somalia. The Ethiopian envoy condoled with the President and the people of Kenya following the recent terror massacre in Mandera saying the Ethiopian Government will work closely with Kenya to ensure they root out the Al-Shabaab menace in the region.
